What Makes a Mobile Proxy Static
A static mobile proxy runs on the exact same carrier-assigned-IP mechanism as any other mobile proxy — the difference is that the rotation trigger is never called. There is no scheduled timer and no per-request rotation; the modem's cellular session is deliberately kept alive instead of being dropped and re-registered, and it is specifically that reconnect step that hands the carrier's CGNAT a reason to assign a different address. Skip the reconnect, and the address has nothing to change to.
That is a stronger guarantee than it might sound. A dedicated proxy already reserves one SIM for one customer, but it can still be rotated on demand if you ask it to — dedication is about who owns the hardware, not whether the address is allowed to move. When a Fixed IP Is the Right Choice
A static address earns its keep whenever something else is configured to recognise one exact IP and nothing else. IP allowlisting is the clearest case — a firewall rule or an API key that only accepts requests from a named address has no tolerance for that address moving, so a static proxy is the only connection type that satisfies it. Long-running, authenticated sessions are the second case: an account that treats every new IP as a fresh login, or flags IP churn as suspicious, stays quiet when the same address greets it every time.
